Cross-Functional Visibility in Signal Management

Signal management rarely lives inside a single team’s four walls. A signal that starts in pharmacovigilance can pull in clinical, regulatory affairs, medical affairs, and sometimes commercial or quality, before it’s fully evaluated. Each group needs to know what’s happening, but none of them are looking at the same source of truth.

That’s the part of signal management that doesn’t get talked about as often as detection or triage methodology: the coordination problem. Not “did we catch the signal,” but “does everyone who needs to know actually know, and know it in time to act.”

Why signal management is a team sport, whether or not the org chart says so

A single safety signal can touch several functions in sequence, or all at once. PV owns the initial detection and triage. Regulatory affairs needs to know if a signal is trending toward a label change or a required health authority notification. Clinical may need to weigh in on causality or study implications. Medical affairs might field related questions from the field before anything is public. Quality may need documentation for an internal audit trail.

Each of those groups has its own workload, its own tools, and its own sense of urgency. None of them were necessarily in the room when the signal was first logged.

Where cross-functional visibility breaks down

The handoff is the weak point, not the analysis. Most signal evaluation frameworks are well-defined on paper. What’s less defined is what happens the moment a signal needs input from a second function. Handoffs often happen through email, a meeting invite, or a hallway conversation, none of which leave a durable, searchable record of who was looped in and when.

Status depends on who you ask. Ask PV where a signal stands and you get one answer. Ask regulatory, and if they haven’t been updated recently, you might get a different one, or a shrug. Without a shared system of record, “current status” is really “the most recent thing someone happened to communicate,” which is a different thing entirely.

Urgency doesn’t travel with the signal. A safety team might know a signal is time-sensitive because of an upcoming regulatory deadline or a spike in related reports. If that urgency isn’t captured and passed along explicitly, whoever picks it up next has no way to know they’re not just working through a routine queue item.

Documentation gaps show up at the seams. When an inspector or auditor asks to reconstruct how a signal was evaluated, the parts that are hardest to document usually aren’t the technical analysis, it’s the cross-functional discussion: who weighed in, what they said, and when. If that conversation happened over email or in a meeting with no minutes, reconstructing it after the fact is slow and incomplete, even when the underlying judgment was sound.

Duplicate work, or worse, no work. Without visibility into what other functions have already reviewed or flagged, teams either redo analysis that’s already been done, or, in the other direction, assume someone else is handling something that no one is actually handling.

What actual cross-functional visibility looks like

Solving this isn’t about adding another meeting or another status-update email chain, both of which add overhead without adding a durable record. It’s about giving every function that touches a signal a shared, real-time view of where things stand, without each group having to ask.

That means a signal’s status, owner, and history are visible to every function with a legitimate need to see them, not just the team that logged it. It means when a signal moves to a new function for input, that handoff is captured as a structured event, not an email that may or may not get read promptly. It means urgency and context travel with the signal automatically, instead of depending on whoever forwards the last update. And it means the record of who reviewed what, and when, exists as a byproduct of the work itself, so reconstructing it for an inspection doesn’t require piecing together five people’s inboxes.

Why this matters as portfolios and teams grow

Cross-functional friction scales worse than most other parts of signal management. A small team with two or three people who all sit near each other can paper over visibility gaps with informal communication. That stops working as the org grows, as products multiply, and as more functions have a legitimate stake in any given signal. The informal channels that used to be “good enough” become the actual bottleneck, not because anyone is doing their job poorly, but because the coordination layer never had structure to begin with.
